The VX-9 squadron is staffed with US Naval, Marine, government civilians and contractors who work together to support Operational Test and Evaluation (OT&E) of FA-18, EA-18G, AH/UH-1, and AV-8B aircraft and systems. The US Navy selected Holmes-Tucker International, Inc., to build a data system to collect, store, and report on all test-related data and to provide a long-term traceable record of operational testing.
The VX-9 Test Information Management System (TIMS) is a Microsoft Access or SQL Server-based database which can support up to SECRET-level, automated data collection. The TIMS database contains the following modules: Flight Debriefs, Questionnaires, Deficiency Tracking and Reporting, Analysis Tools, and Test Reports. The TIMS prompts the test mission participants to ensure results and observations are captured for all objectives during each phase of testing. The TIMS incorporates a complete Operational Test Director’s (OTD) electronic reference library and a repository for all OT&E related information. Another integrated or stand-alone module of the TIMS database is the ability to provide reliability, maintainability and availability (RMA) calculations, and scoring and tracking of Maintenance Action Forms (MAFs). The VX-9 TIMS incorporates uniquely developed interfaces for each type of aircraft platform and allows for the import of data directly from various USN infrastructure data systems.
Holmes-Tucker provides on and off-site support to VX-9 through database design and development, tailoring unique data solutions, and years of test support experience. By utilizing the TIMS database, Holmes-Tucker provides the squadron an in-depth and comprehensive understanding of the relationships between past and current tests, as well as the ability to verify the systems under test are meeting their intended requirements and specifications. Technical consultation is offered to the customer in order to ensure that the questions being asked and data is being collected is correct and relevant for the current test. Information management consultation services are provided in order to develop better tools to support test preparation, execution and reporting. The goal of Holmes-Tucker is to provide our customers with an integrated picture of OT&E test results to allow senior decision makers to make well informed buy decisions to maximize the warfighting capabilities of the fleet and minimize the risk to the young men and women who fly and maintain them all over the world.
