Joint Strike Fighter Program Office (JSF PO)
The Joint Strike Fighter Program Office in Crystal City , Virginia is tasked to develop and coordinate requirements for a new multi-role fighter weapon system for the US Air Force, Navy, Marine Corps, and the services of eight Partner Nations. The JSFPO requires ready and detailed access to Joint, Service, and International long-range planning and programming information, current and projected operational concepts, Service force structures, communications, intelligence, and support plans to document and justify F-35, Lightning II requirements. The JSFPO is specifically tasked to produce and coordinate requirements, specifications, testing and other program information to guide production of the Lightning II.
To improve the accuracy, responsiveness, and timeliness of this process, the JSFPO selected Holmes-Tucker International, Inc., to develop, install, and operate a Requirements Management System (RMS), operating at several levels of classification and information releasibility, for production and coordination of JSFPO information. The RMS allows the Program Office and selected external customers to review, respond to and validate inter-related information and data more quickly and efficiently than previously possible. The RMS concurrently provides historical traceability of information changes over time and detailed linkage of F-35 requirements to multiple sources and reference materials. The JSFPO RMS has been used since 1997 to produce and update the F-35 Operational Requirements Document (ORD), Performance-Based JSF Contract Specification (JCS), Information Support Plan (ISP), Concept of Operations (CONOPS), Test and Evaluation Master Plan (TEMP) and numerous other documents. The RMS serves as the "corporate memory" of the Program Office and maintains "record version" of most program documentation.
Though the current system is accessible only by personnel within the Program Office, the objective system is a networked, WAN-accessible configuration, supporting both Service agencies and defense contractors that are involved in the F-35 Lightning II Program. H-T has two on-site engineers at the JSFPO in Crystal City, VA, who receive programming and other technical support from the Holmes-Tucker International, Inc. office in Hampton , VA.
