Holmes-Tucker International, Inc. developed the first Dynamic Object Oriented Requirements System (DOORS)-based Requirements Management System for ACC's Weapons Systems Division (ACC/DRA) to support development and validation of the Operational Requirements Document for the Air Force's Airborne Laser (ABL) program. Major AF acquisition programs prior to ABL had all required more than a year to develop and validate an ORD through the Joint Requirements Oversight Council (JROC), with the average taking just more than two years. To test the time and man-hour savings possible through use of the RMS, ACC/DRA kept careful record of processing time and total man-hours expended for development of the ABL ORD. This document was validated by the JROC eight months from the ACC Commander's direction to develop an ABL ORD—an all time record, and used just more than half the total man-hours required to produce an ORD for the similar-scope JSTARS program. The demonstrated success of this effort directly generated commissions to build similar systems for the JSF Program Office and Joint Theater Air and Missile Defense Organization, and the NAVAIR "Master RMS" that followed.
